If the problem in the op exists it has nothing to do with the environment one lives in. It has to do with the individuals awareness and attention to the current political climate of the Us and world. Small town folks are no more susceptible than urban urban dwellers to being uninformed and unaware. I may say the urban folks tend to be more unaware. The op and your defense of it support my statement.
What the OP is getting at is that, broadly speaking, rural means conservative while urban means leftist. None of this implies that city dwellers are better informed, but merely that it doesn't cost them anything to be wrong about domestic terrorist legislation because they aren't the ones in the crosshairs.
