Here is Mark Milley shortly after the Election. He is President pro tempore of the United States I believe. He is in command of the 15000 troops on the ground in D.C. He seems based and I believe Trump is still in control. Stay faithful pedes. (youtu.be)

Well, it's some temporary form of that is my point. Trump isn't really in charge, which is why he is out flying around. Mark Milley is the guy in charge on the ground and in control of the government for the current time, likely until the 24th which is what Lin Wood referenced.

If something is going down, this would be completely Special Operations. Milley has no command authority, the Joint Chiefs of Staff are not in the line of command.
