Well he is not wrong about FEMA. They can have truly dictatorial powers if they are given the authority to act. But understand this, those powers are given to them to FEMA in the absence of government or in support of it during a disaster. Really not sure what their powers are in a state of emergency where there is no disaster and all normal governement agencies are functioning at 100%.
