This is the right answer.

States can still force amendments via constitutional conventions.

And if you're asking me, States with balls can start throwing federal agents out of their state and say they are "Reasserting their 10th Amendment rights to self-governance consistent with Liberal States refusing to enforce Federal Immigration Laws."

Just have to find the people with the courage and willpower to do it.

My bets are on Texas, Missouri, and South Dakota doing it and others following.
