Someone didn't watch the hearings with the state legislators. They were more concerned about making sure people wrapped up their testimonies quickly so they could get home for dinner than they were about the fraud.

Besides, these states illegally leapfrogged their legislators in the law-making process this time around. The SC just shrugged. It'll happen again.
