As someone who did the exact same thing from my hotel room in DC on Wednesday, yes it is. If I show you out my window, you could have seen the 20 police cruisers that were locking me and hundreds of supporters in.
A guy following the local DC news showing "live riots on burn loot murder plaza" then looking out of his hotel window overlooking the same plaza, and there's basically no one outside.

My thought if it was faked, it was a video on the TV and not live. However, as you said, I am not familiar with the area either. The Fake News world we live in, it could be not correct timed footage, and the media is foaming hate, but question everything is my main message. Don't trust anybody. I saw a video on new Year's Day where a woman, the night before, was filming the NYE fireworks show on her tv, and then she walked out to her balcony to show that there were no fireworks over the same bridge.
The "nothing here" is the fact that most people aren't going to be able to tell the difference between what is real and what isn't, starting yesterday.
I know the media is fake as fuck, but to be fair: the scene on TV is not even close to what is outside your window. It seems to be somwhere else or at a different time.

As it was happening, all the cameras are on the [Antifa-provoked] melee on one side of the building.
