So basically, if you have half a dozen guys all running against Graham, he's able to dilute the support any single one of them gets, and therefore can come out with a lead every time.

Graham's campaign team funds patsy hollow shills to run against him, carve up that 60%, and result in him coming away with his 40% support to their very divided and diluted 60%.
