Read the Emergency Declaration. It says "emergency conditions resulting from the 59th Presidential Inauguration from January 11".
They are saying the 59th Inauguration already occurred and the ED is ongoing from that date, January 11th. More people are figuring it out, as well. Saw some people on 4Chan and 8Kun as well as several Youtube comments putting it together.
Until he says definitively he will not be leading this country or a subset of the country, I can't see how the evidence fits any other way.
