This releases funds to affected states.

I am not sure of the legal authorities of FEMA in this case, other than monetary disbursements.

Utah has a MASSIVE NSA facility that houses their servers, I can see the building from across the valley. Any important buildings like that in other states?

Something else I will point out, Charter Communications did do a standard EBS test yesterday early morning (1/122/21 12:06AM) and two of the counties listed on the GA emergency declaration were listed on the test. Heard and Haralson counties. >.>
