Trump has specifically mentioned there will be a Biden transition. His Department of State released a statement yesterday that the transition to a Biden administration is going smoothly and will be finalized on the 20th. Trump even asked Biden not to tear down his wall.
He stopped speaking out against Biden and the steal since the 6th. All of this makes zero sense if he was preparing to use the military to secure another 4 years. You would be wanting to ramp up rhetoric about what is going on to help put the population on your side. You wouldn't pretend you are going to let Biden take power and then do something else. You'll probably say "he's acting weak to trick his enemies!" but that's just you projecting your own subconscious hopes onto someone.
Pompeo is a deep stage stooge if you look at his history and actions. I haven't been following Flynn lately, but last I heard he was telling Trump to use the IA. But at the last meeting around a month ago, Trump's advisors said no.
Ultimately, we'll see on the 20th. But either way, the past few months have shown everyone is against Trump. Even Pence. Congress has made it clear now that if Trump tries to do anything, they'll just Article 25 him.
