They're resting (conserving energy) until they get orders to move somewhere else. Active duty is a 24 hour job, you don't clock out at 5pm and go home and sleep when you're in the field. Never run when you can walk, never walk when you can stand still, never stand when you can sit, never sit when you can lay down.
This post makes it seem like these troops have been sleeping there all night, that's not likely. They probably arrived there very early morning and were ordered to wait. They'll likely be standing guard/patrolling streets around the Capitol soon after this picture was taken.
They're being fed...just because you don't see food in the picture doesn't mean they're not being fed.
