To answer the question, if the commanders on the ground gave an order to fire and it was against a legit threat (people with weapons, charging the force, etc) they'd open fire imo
"All enemies, both foreign and domestic." -- yes, they will fire upon you; the vast majority would not want to (so I'm not sure "happily" applies), but if you act like you're going to do something violent then yes, they will, especially if given the order to employ lethal force.
I don't know why anybody would even want to attend this inauguration, certainly not for the prospects of brilliant speech-making, but it would be very stupid to do something, well, stupid.
