So if they are going to DC for anything to do with citizens, then martial law or insurrection act must be incoming. Easy on the hopium, we do not know where they are going or why.
Would be wise to keep an eye out for them in DC though!

Only applies to the Army and Air Force.
It especially does not apply to the Coast Guard, who performs law enforcement all the time.
Coast Guard performs their interdiction and law enforcement off the COAST. The Coasties are not roaming the mainland arresting citizens. Heck, even off the COAST you're not too likely to get hassled by them. Will have to find you the relevant ruling, but Coast Guar d is not a civilian body.

NOT TRUE... Active duty, Reserves and Guard can be used in a SUPPORT ROLE. 82nd deployed to South Florida after Hurricane Andrew, troops deploy to the west coast for duty fighting fires, parades, etc. If you don't know what you are talking about look it up or ask.
