I firmly believe POTUS was aware, hence why he showed up almost an hour late to the rally...confirmed reports that flashbangs were going off at the capital during his speech and supposedly spec ops embedded with antifa agitators are the ones who were able to confiscate the laptops. Do you know how easy it is for them to make up a fake riot/insurrection? We just saw it happen live on the 6th.
They can simply mobilize the troops and claim something happened regardless if its based in reality or not and people will take their word for it.
