Fiscal year for many states (maybe all?) is July through June. They're still operating in this year's fiscal budget so the funds will help recover the budget shortfall. This is also the time of year when they're now working on their next fiscal budget that begins July 1.
Not wrong but the cited storms were back in August Sept and October. Why wait so long?
