Archbishop Vigano is not only based, but based in the eternal Holy Spirit. I keep waiting for him to have a terrible accident or for completely trustworthy state agencies to discover his involvement with sex scandals. He speaks the truth, knowing what it may cost him.
Can you guys imagine if the Catholic Church could uncuck itself long enough to retake its place as the leader of the Christian faith? They have the financial war chest to support Christian conservative causes across the world. Why don't they?
Sadly we arent as rich as you think. We literally had to sell some artifacts to stay afloat, and judging by how China seems to pupeteer the current Pope, I cant help but wonder if they didnt lend us money.
Beyond that, the Church isn't even supposed to be focused on political causes. It's simply a big ministry to Jesus, or it's supposed to be. With the current Liberation Theology (commie) pope, Catholic clergy who simply speak the truth are demoted or stripped of position. We've been through worse, but this would be a good time to have a strong presence from the Church. Instead, we're giving the world Pope Ché.
This and because the church keeps having to pay millions in lawsuit settlements due to child abuse instead of actually fixing the problem among the clergy.
The major problem with the Church clergy has been homosexuality. The abuse has been overwhelmingly directed towards sexually ascendent boys and young men. The prior two popes made great strides in breaking up some of the cabals among the clergy, but I'm not sure about the current joke.
For the record, sex abuse has always been more prevalent among non-Catholic clergy. It's probable, however, that homosexuality has been disproportionate among Catholic clergy, since the discipline of celibacy might be seen as a refuge for those with the inclination.
But you know what dwarfs Christian clergy for sexual exploitation of children? Public schoolteachers! Strangely, the media doesn't seem interested in telling those stories.

There are other encyclicals calling out Freemasonry, all kinds of things really... The Popes from even 50-100 years ago would be called tin-foil conspiracy theorists today. Good reading actually.
