He can’t convene the Senate because they are in recess into the 19th, the only way to come back into session is if there is unanimous consent from all 100 senators. Along with this, McConnell has scheduled the cabinet hearings for Biden (treasury and state I think) to start on the 19th. There will be no time in the Senate for impeachment inquiries.
