How do we do this? If two people do it they'll just end up in court and in jail or prison. Is there any legal vehicle to do this or does it end in prosecution and jail any way?

You could stop having your company withhold taxes which would interrupt the cash flow. I don't know if that would have any effect, though.
And you would still need to pay the taxes in April for the year before.
