How do we do this? If two people do it they'll just end up in court and in jail or prison. Is there any legal vehicle to do this or does it end in prosecution and jail any way?

You don't have to pay your taxes until tax day. If everyone did this it might make a difference but Congress will just pass a law forcing you to pay it weekly. The government is no longer controlled by the American people. It's held hostage by criminals who call themselves politicians.
