I guess it would depend if they are under the DC units not as temporary augmentees. Wish we knew more on just what their real purpose is being there for.
DC national guard reports directly to POTUS. They're the only national guard group that does.
I dont think they are all DC Guard troops though are they? Other states get directions downhill from Governor.

he D.C. National Guard is the only National Guard unit, out of all of the 54 states and territories, which reports only to the President.
Pretty sure he is the one who authorised their deployment. Unless I'm wrong of course.

nat guard currently reports to fema (Declaration of emergency). fema is above a 3 branches of government. special forces cannot action on home soil.
