Mind you there was a clearly marked swat team right besides the people entering, so there was zero indication anyone there would at any point be violent or armed because if they were they'd have been arrested already. Unless the shooter believed those officers were aiding the protestors, at which point Mr. gunman would be resiting law enforcment anyway.
