Not to be a doomed, but NC did this with a voter ID law, which passed on referendum, was vetoed by the governor, but overridden by the legislature. The courts came in just in time for the primaries with an injunction. September came around and one of the courts said the law was constitutional, but would not lift the injunction pending "other legal challenges.". The game is rigged folks, laws dont matter anymore
