Trying to get some $.02 here.
I consider when new updates are released for iOS devices, or any device for that matter, typically exploits are being patched up under the guise of 'bugs'.
The fact that it has been rumored that EBS is being targeted by Apple, would it be unreasonable to install the update anyway?
Should it be left up to chance? What I'm thinking is 4D deep state, pushing out a update to either target the EBS, and those that don't update are still vulnerable to an exploit that can be used against us long-term. Maybe TDW got me paranoid, idk.

It wouldn't be a bad idea to just wait until the 'peaceful transition of power' is over before updating anything.
Most updates are just minor software patches for Apple's proprietary apps. But they totally could remove EBS and their own apps if they wanted to. I think it would be illegal for them to actually disable EBS but crazier things have happened.
I'd just wait on it for now. Update after things cool off.
