Ignoring the effect it has and dismissing it as "only working on the vast majority of the populace" isn't going to change anything. You said they have hotels. After their 12-14 hour shift wouldn’t they go to their hotel? I’ve seen articles claiming that the pictures of them laying on the ground are there sleeping arrangements. I honestly don’t know what is true but it doesn’t look like a break.
