Say an American company is designing a ship, they send me, a fastener supplier, a diagram of a section of the ship, with a fastener detail on it. I'll take that diagram, strip off any company specific data that may still be on there, and send it out to our manufacturers to get quotes on the manufacture of the fasteners for that section of ship.
Say one of those manufacturers is China (I've never sent them anything like that, because DUH, but some people do), China gets that diagram and stores it in their database. Meanwhile, the company building the ship has also send out diagrams for electronics portions of the ship to electronics suppliers. China ends up getting another diagram. They've probably got people over there who's sole job is to fit those pieces together. And that is (one way) how intellectual property is stolen.
