Same way they decided the voting fraud fren, well, they did that one also under the cover of night from 11pm EST to 4am, used covid to make sure no one else could witness it, or protest it after 6pm curfew, and apparently a large number even get to vote in absentia... they also used their cops to beat the shit of many protesters and lock them in the hotels all night.
