Wrong. Digital votes can be both adjudicated and sent through the internet. They can also be run over and over (the same stack) through a tabulation machine. All the machines have to go!
The paper does not change, hence the hybrid part. Precincts do sampling full audits, the rest still have reconciliation. I.e. if they tabulated 1000 votes in a precinct they make sure they have 1000 pieces of paper.
Once again the issue is not what the pieces of paper in PA or MI or GA say its when and how they got there
