It's a constitutional argument and isn't exactly clear, but I'm fairly certain an ex-president can still be impeached and deem his term as void, which could undo that president's EO's, etc.
The constitution doesn't apply to private citizens, sure, but the argument is that people who have served federal government aren't just regular "citizens" after they leave office, especially Presidents.
I am beginning to think that the democrats know that Biden will not be assuming the office on the 20th and that Trump will still be president. That is the only thing that makes sense with this impeachment.

Impeaching a witness has a different meaning, basically removing their ability to testify in a hearing for some reason (such as making false statements).
