Comey thinks he is a smart guy. He thinks that the only reason Trump might bring them down is because he is afraid of being prosecuted. So in his addled mind, he thinks that if he can dangle a pardon, Trump will relinquish the grip of the wheels.

Why are these people so scared? Because they can see the reading on the wall.
