We likely are already under martial law with arrests being made. Pelosi info about family came out, Italy news breaking constantly, lots of loud voices suddenly quiet (Fauci, Gates, Big Mike, etc...).
Of course Trump isn't going to cause violent unrest by stating "we are arresting 70% of sitting politicians" publicly. That's not how this works.
