UPDATE: Rudy's claim that PA sent out 1.8 million absentee ballots appears to have been an error. The allegation that PA counted more absentee ballots than they issues appears to have been an error when all the various problems were being collected and organized. There still are more than 600,000 votes that were counted without being observed, which is a fraud. There are a lot of other problems with the PA vote.

OP I am trying to prove to my son the election was stolen. I cannot find proof of the claim that PA counted more absentee ballots than they sent out.

In a January 1 video, Rudy Guliani says PA issued 1.8 million absentee ballots, and counted more than 2 million absentee ballots. PROBLEM: PA has been saying they had more 3 million requests for absentee ballots since before the election. So, WHERE DOES THIS NUMBER COME FROM that says they issued only 1.8 million ballots?
