By using VPN, your ISP can't see what you are doing, but they know which VPN you are on and government can still request your VPN provider to disclose your privacy. Unless your VPN is Russian, which is what I recommend people to do.

Browser doesn't matter nearly as much as long as you stay away from Google Chrome.
