The Secret Service has lead command for everything inauguration. Just because DC Mayor and Nancy requested them, they are under Secret Service until noon, Jan 20, they report to POTUS. That's why Nancy is so crazed to remove POTUS.

"Command" and "ability to activate NG" are two different things. The ability to activate the Guard falls with a state Governor. Since DC is not a state, the local NG units ability to activate falls to the POTUS.
Once activated, the units are considered active duty Army and fall under the unified command structure that has been put in places for whatever operation their doing.

They re on title 10 orders (Federal) vs Title 32 (State). POTUS controls them.
