"Command" and "ability to activate NG" are two different things. The ability to activate the Guard falls with a state Governor. Since DC is not a state, the local NG units ability to activate falls to the POTUS.

Once activated, the units are considered active duty Army and fall under the unified command structure that has been put in places for whatever operation their doing.
