Honestly I would perfer signal. Telegram should have better owners, but they are no way super trustworthy. At least signal is actually end to end encrypted, in their released source code, while telegram claims security while being as encrypted as like whatsapp which is in no way free from snooping. Though session is the way to go if you really want security and a trustworthy owner.
Dorsey isn't affiliated with Signal at all. It's owned by a non-profit (the Signal Foundation), which got a $50 million dollar start-up donation from one of the founders of Whatsapp (Brian Acton).
