Section 3(a) This subcabinet will be chaired in part by the Secretary of Defense, the Secretary of Energy, and the Secretary of Homeland Security. Is that overkill?

Section 1 Part of the assigned responsibility it to monitor critical infrastructure, not just powerlines.

Section 6 requires annual reporting in perpetuity.

Section 9(c) prevents this EO from ever being used punitively against the US.

Personally, I think the POTUS has more on his mind in the final days of his first term than policy committees regarding funding of wildlands fire management.
