It is implied. More than implied, it is foundational. Any advice or warning or command is predicated on there being free will. In a sense, free-will is what you 'achieve' with faith. Instead of being purely determined by events and chemistry and physics and psychology you are influenced against the expected mechanistic outcome, to select something based only on "will", free from worldly interference.

Free will and faith are related in surprising ways, or can be.

If it's any of this as you say, you should be able to find a verse in the Bible. I don't see a verse anywhere.
