Yes a choice is presented, but just because a choice exists doesn't mean it's a free will choice. Men choose one way or the other depending on what God has purposed for them to choose.
If His purpose for them is to choose life, then He will be merciful to them. If that is not His purpose, then they will be hardened.
Yes people are given wills, they're just not free.
