Apparently, the child making the threats is a well known bully with a history of similar behavior. Can she sue the school?
Edit: she is contacting the police and threatening to contact the media. I suggested she retain a lawyer. I'll circle back with updates as this unfolds.

If the bully took action and the school did not, she would likely have a case.
Personally, I would not take a chance to leave my child up to chance of being harmed. Do what many of us already have, move to a private/charter school that represents your beliefs, or homeschool. Fuck the state indoctrination system.

LOUD late night group-protest around the offender's house and throw large fireworks at the front window, torch their car, graffiti their house. Start with that. Seems to work for other people.

Any threat of violence leaves the school wide open for liability. Tell your friend to document all letters sent to the school about the issue so the Principal can't say he didn't know.
Depending on your state, you may have state claim against school. A lot of states have adopted anti bullying statutes that give you a potential vehicle to sue school. Also, you likely have a federal claim against school. Highly specialized area of law but there attorney fee provisions so lawyers like these cases because government pays the fees.
I would hope yes and the principle. Get a lawyer and get reporters to tell her story. Post it everywhere. destroy the principles life... like they do to us.
