My mind-reading guess at what changed Lightfoot's and Cuomo's mind on wanting to reopen stuff immediately?
I think they genuinely do still believe that Covid is so scary, but they finally looked at their 2021 economic projections and started shidding and farding all over the place when they realized what's about to happen.
New York is billions of dollars in the hole, and they're doing their damndest to chase everybody with money away. On top of that, NYC is in the beginnings of a mayor's race where the top candidates are running on UBI and other bullshit. The economic death spiral is bad, but really just starting as the smart folks realize what's about to happen. I assume Chicago is in about the same bucket.
Their one saving grace is that they might have a friendly administration in charge, so they'll probably get some form of bailout.
