Both Presidents move ON inauguration day. Not before. Not after. There is an entire documentary on it. Incoming President's pick their furniture, paintings, curtains (literally everything) weeks before and only ON inauguration does a small army of ppl do they move out and move in. The boxes could be for documents, staff, people who have resigned (fired -- no such thing as resigning suddenly in politics), etc.
