A few years ago - my work was burglarized and payroll checks were stolen and fraudently printed and cashed. Law enforcement said they didn't steal enough for them to investigate. The banks had the thumbprints and bank video of the criminals. (Cashing multiple fraudulent checks)

It's so wrong. The bank writes it off as fraud & reimburses. But the criminals just go do it again and again. The FBI will not look into it unless they steal more than 100K.
