Obama basically controlled parts of the government well into Trump's first term. Why can Trump do the same? We don't need Congress, the vice president, or any state legislators to back us. We have Trump, we have the military, we have the brand new space force, and we have fema, who can basically do whatever the fuck it wants, as long as there is an emergency. You'll see Trump declare national emergency soon, but who is to say it MUST be before the inauguration? If the military ever really supported Trump, then him being removed wouldn't effect them, he's still their rightful commander. That's all we have at this point.

The US Military is controlled by the Executive Branch of the government. For military action to take place, I believe you need Congressional approval, which is 2/3 of both houses.
