Thank you for that info, I agree the military would have been preferable, Flynn is a known entity and totally loyal, his involvement in any military action would have given a high comfort level. I was not aware FEMA had control of military so that puts them in a new light for me.

It has domestic defense origin I read. It’s power comes basically from a collection of separate EO’s signed by different presidents in succession.
Also FEMA uses a different chain of command and funding than the military under the IA
