Yes it is true. States cannot recall a member of Congress. The US House or US Senate could expell a member with a 2/3 vote, but a state can do nothing other than vote out of office in the next election.

The truth is Seattle is dark blue and the eastside is fairly moderate. Outside of there and a few spots of blue its a pretty red state, problem is almost all the population resides in Seattle and the eastside. Its also interesting to note we were one of the first to go to all mail in voting and outside our SOS (who is supposedly a Republican) we haven't won a new statewide office for a republican since. Coincidence?
