That isn't correct as far as the guard goes. National Guard operates under their respective governor except in the instance of D.C. where the National Guard operates under the President of the United States or his designee.

POTUS commands the active duty DOD. National Guard falls under the Governor's authority unless specifically nationalized by the President.

At least three states sent troops to DC to make up that 20,000. DC Army National Guard is only 1,350 according to Wikipedia.
