In all reality FEMA when activated has unlimited power especially working with the Military. Those in DC report directly to POTUS until Jan 20th at 12:00pm. Unfortunally, Biden and Harris will be sworn in at SCOTUS with the hopes they are arrested on the spot.
Stafford Act provisions were activated on a national level back in March in response to Corona. The DC mayor got spooked into requesting assistance. The inauguration may be meaningless depending how Trump's lawyers set things up. Think of the "safe space" in Marvel's Dr Strange. Biden might write a ton of EOs that are legally not binding because of FEMA control.

Well seeing as how that gives the executive branch ultimate power....a week ago I'd have said no. Today I say yes.
