The National Guard frees up the D.C. Police. The Mayor of D.C. can set them up at the edge of BLM and leave them there for a few days, or use the "17th" as an excuse to go in to clean them out before the 20th. A lot of people in D.C. will sleep easier if anyone who might get uppity on the 20th is in jail until it's past.
Anything that happens before the 20th is while it's still Trump's watch so he takes the hit, not Sleazy Joe or the Ho.
