Could mean hes calling out that those violent at the capitol most weren't likely to been actual Trump supporters and also possible future planned attacks by antifa dressed as Trump supporters aren't either and are enemies of state therefore terrorists. Which also means he has no choice but to word it this way and sorta denounce some trump supporters involved in Capitol in order to take antifa down. He seemed very pressed to make certain distinctions past few videos of Trump, Whitehouse etc like it would come into play later. Some might say it was to try and avoid Impeachment but this was released after it. Might be a spin might be hopium but its what ima choose to interpret it as.
