Plenty CAN stop it, but whether something does stop it or not, that remains to be seen. Trump has lots of political ammunition and has authority to do it. If he does it, he'll be the best president since Lincoln. If he doesn't, I guess it would make him more of a Reagan-esque level president.
Nothing is going to happpen. Trump has effectively conceded. Biden will become President. Nothing can stop that.
